Rural Renewal in Jasper is OPEN for Employer Application

We are awaiting more information from AAIP regarding new changes and how these changes will affect Jasper's ability to endorse Jasper employees in 2026.

Rural Renewal Program is an EMPLOYER INITIATED program to support employees in becoming Permanent Residents.

Interested candidates must speak to their employers to find out more about the program. Employers are welcome to reach out for any inquiries.

What is the Rural Renewal Program?

The Rural Renewal Program (RRP) is a community-driven initiative aimed at attracting and retaining newcomers in rural areas of Alberta. Through the Rural Renewal Stream, this program supports local economic development needs while contributing to the overall growth and vitality of rural communities. 

The primary goal of the Rural Renewal Stream is to empower rural communities to actively recruit and retain foreign nationals who are interested in living, working, and settling in their communities. By doing so, the program helps to address labour market gaps, stimulate economic activity, and enhance the social fabric of these rural areas.

Employer Eligibility

In order to participate and nominate candidates for the Rural Renewal Program as a Jasper employer, you must:

  • Be incorporated as a company with a CRA account

  • Have a Municipal Business License

  • Have prior immigration program knowledge

  • Be willing to sign and adopt the 2026 Inclusive Workplace Commitments and commit to equitable and inclusive workplace practises

  • Have tried to fill the position with Canadians and have been unsuccessful, must demonstrate efforts made

  • Be able to offer full-time year-round employment (min 30 hours per week)

  • Be able to offer competitive wages

  • Be able to offer suitable and affordable accommodations

  • Have no documented violations through Alberta Labour Standards in the last two years

  • Have not had any Occupational Health & Safety complaints within the last two years

  • Be in good standing with the Worker’s Compensation Board of Alberta

  • Be in good standing with Immigration, Refugees and Citizenship Canada

  • Meet other employer eligibility requirements set out by the Alberta Advantage Immigration Program.

RRP For Foreign Workers

Currently living and working in Canada on a work permit?

Worker Eligibility

In order to be a successful candidate for the Rural Renewal Program as a worker you must:

  • Be willing to reside and work in Jasper for a minimum of two years once your application is submitted

  • Have a bonafide Job Offer for full-time year-round employment (min 30 hours per week)

  • Have obtained a Letter of Endorsement from the Jasper Employment & Education Centre 

  • Work under an eligible employer that is incorporated and operating as a business in Alberta

  • Meet the licensing, registration, and certification requirements if applicable

  • Have the qualifying work experience requirements

  • Meet the language requirements and provide test results from CELPIP or IELTS

  • Have completed a minimum of high school education equivalent and provide a copy of an Educational Credential Assessment (ECA) issued by an approved organization listed by the Canadian Government (view here)

  • Demonstrate you have sufficient funds to support yourself and your family if you are in Canada but currently not working

    Priority is given to candidates already living and working in Jasper for at least 9 months and preferably have a valid work permit expiration after January 02 ,2027 . Inquiries from candidates outside Jasper, Alberta will not be considered for nomination.

Steps Involved

  • Employer applies to Partnership

    Employers with vacancies submit an application to the Jasper Rural Renewal Community Partnership.

    RESPONSIBILITY: EMPLOYER

  • Application Reviewed

    The Jasper Rural Renewal Community Partnership reviews applications and may conduct an interview with the employer to determine eligibility to participate in the program.

    RESPONSIBILITY: COMMUNITY PARTNERSHIP

  • Adopt 2026 Inclusive Workplace Commitments

    This is an agreement between the Community Partnership and the Employer designed to uphold defined standards of workplace practices.

  • Job Vacancy Posted

    The employer’s vacancy is posted to the Jasper Employment & Education Centre Job Board, as well as 2 additional job seeking sites (Indeed, Job Bank, etc.) for a minimum of 3 weeks. Employers will be required to demonstrate recruitment efforts made in this time.

  • Candidate Applies for Job

    Prospective candidates review the job postings and apply directly to the employer for positions they are qualified for. Vacancies will be posted as they are approved. Candidates must reside in Canada.

  • Job Offered

    Qualified candidate receives a job offer from the employer for full-time, permanent work.

    RESPONSIBILITY: EMPLOYER

  • Endorsement Letter Application

    The employer submits a request to JEEC for a Letter of Endorsement on behalf of the candidate. Fee of $230 is to be paid and submitted with request for letter. This fee cannot be passed onto the candidate and must be paid by the employer.

  • Endorsement Letter Issued

    The Jasper Employment & Education Centre issues an endorsement letter directly to the candidate once the eligibility requirements have been met.

    Please note: To receive a letter of endorsement, candidates must receive a job offer from an employer who is based in Jasper and has been approved the by the Community Partnership under the Rural Renewal Program.

  • Candidate Applies for EOI ( Expression of Interest )

    Candidate applies for EOI to get invited and receive provincial nomination through the Alberta Advantage Immigration Program through the online portal > here.

  • Candidate Applies for Permanent Residency

    Once you receive your 204C letter from the Government of Alberta, you must apply to Immigration, Refugees, and Citizenship of Canada through Canada.ca > here.

    IMPORTANT: Existing work permit must not be allowed to expire during this process. Ensure your work permit remains active.

Application Process

The RRP Application Process is completed in stages by the Employer, Worker and supported by the Jasper Rural Renewal Community Partnership at JEEC.

Upon entering the process, you will be supported through Information Sessions, as well as have access to a Support Worker through the Jasper Employment & Education Centre.

Notes to interested foreign workers:

The Jasper Employment and Education Centre is not involved in recruitment. Please do not submit an expression of interest or your resume to our organization. Applications should be submitted directly to approved employers.

Priority is given to candidates already living and working in Jasper. Inquiries from interested candidates who do not already have a valid job offer from an approved employer in Jasper will not be responded to.

Approved employers have until January 05, 2026 to participate in Jasper Rural Renewal Program and to submit their requests for letters of endorsement for their candidate from January 16, 2026 - February 28, 2026.
